Any information provided will be used to identify patterns of federal, state, and/or local implementation of the Individuals with Disabilities Education (IDEA) regulations. The Birmingham American Federation of Teachers and American Federation of Teachers have long supported higher academic standards, greater accountability, and enhanced professional development. BFT/AFT hoped that the federal No Child Left Behind Act (NCLB) would advance these goals. Unfortunately, serious flaws in the law – as well as chronic underfunding – are undercutting its original promise.
